The only way you can claim for either Attendance Allowance or Disability Living Allowance is if you have been given a limited period award in Great Britain and have "exported" your benefit in order to live in a European Community country.
You will only be able to make a renewal claim if
you still meet all the requirements (other than the residence and presence tests)
and
You claim for a renewal before the end of your limited period award
If your renewal claim is made at any time after the end of the limited period (even 1 day), it will be refused
You cannot make a first claim whilst resident abroad- you must satisfy the residence and presence tests for a new claim.

The European Economic Area is made up of all the above together with Iceland, Liechenstein and Norway.
